In a time of "maximum pressure" sanctions where nobody else in the world wants to buy our oil, only China is still importing >900k bpd (in the article they say it's higher, that's just what China announces). Only China. That means something.
Also note the 32% discount is not yet confirmed and is the highest it could possibly be, in reality it will be closer to 24%.
More importantly, don't forget the additional $120 billion that will be invested in transport and manufacturing. That is huge and will have many positive "multiplier" effects for Iran's economy!
