How to officially get married in Iran ? Help needed

We both are non-Iranian nationals, and living in separate countries. 

I am from Germany, and the woman I want to marry is from Pakistan. 

We are planning to get Islamically marry in Mashhad first, and then want to register it officially. But we don't know about the procedure and the documents that are needed. 

If some one could help us, then it would be great. 

(Question: If she is going to get the Visa of Iran while she has to travel to Iran alone)

You could get an Islamic marriage, but you will still need some official marriage in Germany or Pakistan as neither of you are Iranian citizens and you would need a national ID card to have anything officially recognized by Iranian government.
Or, get married in Germany first because that will make allow actually be in your wife's company while in Iran and then have an islamic marriage.

Thanks brother. But unfortunately this is not going to solve our problem.

She will not get the visa of Germany, while I could not visit Pakistan due to some other issue. Therefore, we have to get marry in any 3rd country. Iran is an option for us . Documents are not a problem, but we don't know if two foreigners could get marry in Iran or not.

I'm leaning on it being unlikely for an official marriage. You can always have am akhoond perform the ceremony and make it spiritually "halal", but the problem is neither Iranian government nor other governments would officially recognize it, if documentation is what you need.
I am not 100% on this, though I am willing to bet on it.
